To the contrary of what most people think, almost anyone can get a visitors visa to North Korea. You enter North Korea from the Chinese border. You cannot enter from the south. The visa is obtained through a travel agency. To my knowledge theres only 1 travel agency (Koryo Tours) that takes you into North Korea. I don't think it would be possible to get a visa without them, or at least it would be much harder to get on your own.
Other than the tour package you sign up for, you will have to pay for your own flight to/from China plus the hotel expenses during your stay in China.

Just go to south Korea and fire off some rockets and protests. Free accommodation in Korea guaranteed.
