I know TaeYang can speak it really well. I've heard G-Dragon speak it too, but only a little. Can TOP, Daesung or Seungri speak it? Are they all fluent?

I wouldn't exactly say Taeyang is fluent, but he does speak English well. The other members, I would say, are above conversational English standards.

Taeyang I think is the only one that is actually fluent. The other guys can speak English but it's limited.
