I don't believe that there is such thing as the best Korean drama of 2011. Everybody has a different taste. Some like action, some like me, love romance.
The best action drama would definitely be City Hunter.
The best chemistry between the main characters would go to Spy Myung Wol.
The best acting would be Padam Padam.
The most romantic would be Me Too, Flower!
The best romcom would be Flower Boy Ramyun Shop.
The best period drama is The Princess' Man.
This list can go on and on...
I am afraid I am going to disappoint you with my thoughts. Alas, I am one of those rare people who did not really enjoy City Hunter so even though I admit it is one of the best action dramas, I cannot say it was the best overall.
Now, before you get angry (and I hope you don't) I will tell you that I really LOVE (and love cannot even describe it) Lee Min Ho and I am a huge fan of Pak Min Young. And I actually loved it till about episode 5 or 6.
However, what completely killed this drama for me is 1. the relationship with his father who was portrayed as a villain, worse than the enemy itself 2. the lack of romance with Min Young in later episodes 3. the repetitiveness of his mother's sickness and her being chased by the "father" in that condition.
Plus, making him president's biological son and the father taking the blame in the very end - that was way too much for me to bear. Plus the amount of blood they spilled when killing the prosecutor - it suddenly went from action into fantasy category for me. The last two episodes I did not even care to watch. I found other dramas much more enticing.
Yes, the action was good (my favorite episode was 3), but some people (like me) prefer romance, romance, romance and more romance. And City Hunter was not romantic enough to my taste.

Now for the drama I really really enjoyed.
Okay, it is going to be a drama you did not like. I just know it.
Spy Myung Wol. I really liked the main girl - she is very talented and sweet, yet playful.
I found the two main guys extremely handsome, adorable, sweet and charming. Eric was super charming. The best thing about this drama was chemistry. I am not talking about the spy and the guy - I am talking about the chemistry between the actual actors. You can see it when you watch them on the set, when they were filming the kissing scenes. So cute!
Another drama that is still on-going but I just love is Me Too, Flower. Oh, so so so romantic! And I love the girl who plays the main character. She reminds me of myself. I just love her! The guy is cute too.
Oh, and I forgot to mention the brand new drama Padam, Padam. Jung Woo Sung is absolutely brilliant. He can act, and he is really good at acting. Not a Flower boy for sure. I don't like the whole stuff about gangsters being after him. He is already a dream man, do they need all this stuff to make it interesting?
If this drama is going to end with him being killed, I will never watch another drama again.
So, I know my taste is different from yours. But it is okay. The most important thing is there were plenty of dramas this year to cater to all of us with different tastes.
Hope next year brings us even more exciting and interesting dramas.
