HIgher up government officials and even a select few citizens can leave the country for government related business. Contrary to what most know, North Korea does have an airline that transits between a city in China daily. Of course these people don't include those are deemed at "flight risk."

At the northern border, North Koreans do regularly cross into China. It usually involves a bribe to the guards. It was common for people in the south to be able to communicate with family members in the North and meet in China. But as our older generation is dying out, this is happening a lot less.

What is it for to live in a life without enough food, poor and no freedom, just beause the selfish and incompletant people are in control of their fate and who is having the fantasy of possesing personal power. North Korea does not have the kind of natural resources that everyone is desperately in need of, thats why no country is willing to care about the situation in north korea. The weakening of the usa further gives the risk to S korea from being invaded by the north korea. Now the only hope is on China who may be able to give some leverages to keep the north korean leader from getting into the madness.

No they can't leave north Korea. I am pretty sure that site won't let you talk to actual north koreans. I was at the demilitarized zone in South Korea just a month or so ago.
